Office Organization Chart

Under the director, there is one deputy director who assists the director with office affairs, and a chief engineer in charge of engineering and technical matters under the director's orders. There are also four divisions each with a division head: engineering, management, finance, and general affairs, and four offices: human resources, accounting, counseling and information, each with a director who carries out various business under the orders of the director and the guidance of the deputy director.

Under the Engineering Division, there is an Engineering Section and a Design Section; under the Management Division, there is an Irrigation Section and a Supervision Section; under the Finance Division, there is a Collection Section and a Property Section; under the General Affairs Division, there is a Documentation Section and General Affairs Section.

In order to promote operations, management, and coordinate the allocation of water sources, 8 workstations and 2 reservoirs are responsible for irrigation management and facility maintenance.

Director Responsibilities
  1. Handling general affairs in accordance with related laws.
  2. Direction and supervision of subordinate employees and operational units.
  3. Conducting tasks assigned by the Farmland and Water Conservancy Department.
Deputy Director Responsibilities
  1. Assisting the director with general office affairs.
  2. Reviewing documents and preparation of important operations.
  3. Contacting and coordinating related operations and handling important cases.
  4. Operational assessments and improvements.
  5. Coordinating general business across departments.
  6. Matters assigned by the Director.
Chief Engineer Responsibilities
  1. Assisting the Director with technical matters relating to engineering and management.
  2. Supervising and researching water source utilization and irrigation management.
  3. Supervising engineering project planning, design and operation.
  4. Reviewing project plans, designs, engineering project construction quality, progress assessment and supervisory matters.
  5. Preparing engineering project funding and supervision of project bidding and bid opening.
  6. Researching and developing matters relating to water source development and irrigation operations efficiency.
  7. Matters assigned by the Director.
Engineering Division responsibilities

This division is divided into a Design Section and a Construction Section, which are responsible for the construction, improvement, repair and other engineering planning, surveying, designing, project examination, construction, acceptance and other matters relating to irrigation facilities.

Management Division responsibilities

This division is divided into an Irrigation Section and Supervision Section, which handle matters such as water resources development, allocation, operational water quality monitoring and inspection, irrigation land management and irrigation facility maintenance, disaster repair of basic level irrigation team operations, pump maintenance and management, and pipeline irrigation promotion.

General Affairs Division responsibilities

This division is divided into a Documentation Section and General Affairs Section, which process documents, conduct cashier related affairs, general affairs management, seal keeping, irrigation advisory committee deliberations and other matters.

Human Resources Office responsibilities

This office processes organization, employee appointment and dismissal, remuneration, benefits, assessment, rewards and punishments, attendance, training, retirement, pensions and other related matters.

Accounting Office responsibilities

This office prepares annual budget and final accounts, reviewing accounting documents and statistics etc.

Counseling Office responsibilities

This office evaluates appeals, citizen services measures, civil service ethics etc.

Information Management Office responsibilities

This office handles information system design, data management and other related matters.

Station responsibilities
  • Maintenance, management, annual repair and improvement of irrigation and drainage facilities above small ditch supply gates and small drainage gates, punishing irrigation hazards, flood control and rescue work.
  • Management and regulation of water diversion, water delivery and water distribution above small ditch gates and small drainage gates
  • Command and assessment of irrigation working groups
  • Coordination and processing of irrigation disputes
  • Implementation of irrigation decrees and irrigation systems
  • Monitoring and processing of irrigation water quality
  • Formulation and execution of irrigation plans
  • Surveying irrigation and drainage areas and related cadastral data
  • Items assigned by the irrigation management team
  • Inspection of reservoir watershed, canal and pond related regulation violations
  • Management and maintenance of inspection work
  • Implementation of flood discharge operations based on related regulations
  • Data archiving
